The United States and Mexico have signed an agreement outlining specific steps, funds and a timetable to clean up the longstanding problem of the Tijuana River pouring sewage across the border and polluting California beaches.

Under the agreement, the countries are committed to updating outdated wastewater infrastructure to handle higher flows.
