New campaign finance filings provide the first glimpse of the financial and political fault lines emerging in the open primaries for key statewide offices.

The effort could help Republicans maintain control of Congress next year. But it may also leave incumbents vulnerable to new Democratic challenges.

Most of those voters are in Harris County, home to Houston. Noncitizen voting is illegal and documented instances are rare.

The investigation, which also targets Cameron, Eastland and Guadalupe counties, comes ahead of a special legislative session in which state lawmakers will consider giving the attorney general's office the authority to prosecute election crimes.
